What P2R can offer municipalities
Pathway2Resilience (P2R) is a project that aims to help cities and regions prepare for a changing climate. Through this initiative, municipalities can better understand their climate risks, develop effective adaptation strategies, and test innovative solutions to build resilience to future challenges. P2R provides financial and technical support to help cities not only to better respond to climate change, but also proactively prepare for its impacts.
About Patways2Resilience
The European Commission’s Climate Change Adaptation Mission aims to support regions, cities and local authorities in the EU in their efforts to build resilience to the impacts of climate change. It aims to accompany at least 150 European regions and municipalities on their journey towards climate resilience by 2030. The P2R project has developed a new methodology with a strong focus on bringing together different stakeholder groups-including institutions, industry, the banking sector, academia and the non-profit sector-and involving them in formulating and financing the necessary projects in the regions. Program funds are allocated to regions (in the case of Prerov at the European LAU level) to support consortia in implementing this methodology.
opportunity for Přerov
Success among competitors and an
Přerov’s successful grant application has placed it among the European leaders – it has received additional funding for activities related to climate change, energy and sustainability and has succeeded among a large international competition. This is probably the first opportunity for Přerov to benefit from Horizon Europe funding.
The project has the potential to get a lot of media attention – there are only a few Horizon projects in the whole of Europe and the methodology being developed has the potential to bring new knowledge, practice, guidance that goes directly to the biggest shortcoming of the whole “Adaptation Mission” – the lack of funding in regions and cities like Prerov, of which there are hundreds, thousands across Europe.
This is an opportunity to get funding for staff support for a project that clearly shows the public that the leadership of Přerov cares about the quality of life, the development of the city, the environment and the individual places where citizens live and work.
Financial framework
Horizon Europe
The Pathway2Resilience project is supported by the European Horizon Europe grant programme. The project includes the Pathways2Resilience grant programme with an allocation of approximately EUR 21M, which contributes to the objectives of the Mission and the Adaptation Strategy by helping regions to better understand their climate risks, develop their pathways to better prepare for and cope with a changing climate, and test and deploy innovative solutions needed to build resilience.

An example of good practice
A follow-up to previous activities of Přerov
The Statutory City of Přerov is an inspiring city for its proactive approach to climate change. The city is, among other things, involved in another Horizon Europe project, VALORADA, which aims to enable European regions and cities to drive the upcoming societal transformation towards sustainable and climate-resilient development. Přerov’s participation in VALORADA builds on other activities of Přerov based on the SECAP – Climate and Energy Action Plan and the Přerov Adaptation Strategy. These are activities aimed at gaining know-how and understanding of climate change issues and related funding for investment and non-investment activities of Přerov in the field of improving the quality of life of its inhabitants, sustainability, energy and environment.
In terms of Přerov, the new methodology covers an area that was not significantly addressed in the SECAP and Adaptation Strategy. The focus on “external financing” of projects is key in the Czech Republic to ensure sufficient financial resources for activities in the territory. The P2R materials show that there is an approximate annual shortfall of CZK 4 billion in the Czech Republic for financing adaptation projects alone.
