The EU Carbon Removal Certification Framework (CRCF) is a new voluntary regulatory framework of the European Union that aims to promote and certify carbon removal processes. The CRCF covers natural and technical methods, including agriculture, industrial processes and biogenic carbon capture or storage (CCUS). The framework has been designed to make investment in carbon removal and long-term storage attractive in EU Member States.
The main objectives of the CRCF include contributing to the achievement of climate neutrality by 2050 and other environmental objectives, ensuring quality carbon removal and setting quality criteria for sustainable and environmentally sound carbon removal. Furthermore, the CRCF sets out rules for monitoring, reporting and verification (MRV) of carbon removal and recognition of external certification bodies.
The first draft of the Regulation was adopted by the European Commission on 30 November 2022 and was then discussed in 2023 under the Swedish and Spanish Council Presidencies. On 20 February 2024, the European Commission welcomed the preliminary agreement between the European Parliament and the EU Council on this framework, which needs to be formally confirmed.
The CRCF provides a basis for certifying and supporting processes that contribute to the long-term reduction of CO2 concentrations in the atmosphere, thereby supporting global efforts to combat climate change.
